Cities in 5 states have banned sledding in their parks because of liability fears after multi-million dollar lawsuits for sledding accidents resulted in settlements. Their fears are valid based on a study that found there were more than 2,000 sledding accidents per year on average in the US between 1997 and 2007. A better way to deal with this is to pass a law like we have here - the Colorado Recreational Use Statute which waives liability for the landowner while sledders, skiers, mountain bikers, etc. play at their own risk.
